April has over twenty (20) years of professional civil engineering experience. She specializes in infrastructure for municipal engineering, environmental services, and construction management. April provides comprehensive planning, design, and construction services to local, regional, and federal governments, as well as commercial and private clients. In addition, she is experienced and knowledgeable about public funding, contracting, and asset management. She is an acknowledged industry expert in reality modeling. April founded CEDARVILLE in 2010, and has led the company’s rapid growth. She participates on several local advisory panels, and serves on the Board of Directors of the TriCounty Area Chamber of Commerce. In 2016, Engineering News Record (ENR) named April as one of the Top 25 Newsmakers of the Year.
Curt Hatfield, PE — Chief Operating Officer
Curt has more than twenty-one (21) years of experience in environmental engineering and related technologies including operations management. He has completed and supervised Phase I, Phase II and Phase III Environmental Site Assessments, remedial action feasibility studies, remedial design, and field installation and oversight of remedial system implementation. Projects include ATSM Environmental Site Assessments, numerous soil and groundwater investigations in PADEP’s Act 2 Land Recycling and Delaware’s Voluntary Clean-up Program, underground and above storage tanks sites, Brownfield redevelopment of former industrial sites, asbestos management in public and private settings, lead paint management, and indoor air quality. Curt has completed environmental compliance audit programs for private clients and for city, state and federal programs.
Christina Crawford, PE — Senior Engineer
Ms. Christina Crawford has over twenty (20) years of professional civil engineering experience. She specializes in the field of water and wastewater. She has performed client management and project management tasks and served as Municipal Engineer for municipal authorities, as well as, designed water and wastewater systems, prepared grant funding applications, Chapter 94 and Chapter 110 Reports, and permit applications. Her responsibilities include client management, client retention, water, and wastewater design, design specifications, cost opinions, municipal rate evaluations, and review of developer plans.
Robert E. Flinchbaugh, PE — Senior Municipal Engineer
Bob has over twenty-nine (29) years of professional civil engineering project management experience. He specializes in infrastructure for municipal engineering. He is an expert in stormwater management including compliance with permitting agencies. Bob provides comprehensive land planning, bid administration, design, and contractor management to local, regional, and federal governments, as well as commercial and private clients. In addition, he is experienced and knowledgeable about plan preparation, proposal writing, and agency coordination.
Michael Chattin, EIT — Project Engineer
Michael has experience in civil engineering design, calculations, and reports that leads to successful project development. Michael specializes in municipal design review in support of state and local regulations. He partners with elected and appointed municipal officials to ensure compliance with ordinances. His previous experience includes the design and review of ADA curb ramps for upgrades and resurfacing, construction site inspections, and survey.
Kyle Turner, EIT — Project Engineer
Mr. Kyle Turner has four (4) years of experience as a Civil Engineer. Kyle specializes in planning for roadway improvements projects including general pavement maintenance and full-depth roadway reconstruction. He handles bid and construction administration, ensuring that contractors adhere to the contract specifications and plans, responding to questions regarding the plan design and necessary field adjustments. Kyle has experience as a Geotechnical Engineer where he conducted inspections and created reports of investigations. Kyle has experience in materials testing, following ASTM and AASHTO Standards. His past experience includes an internship with the Pennsylvania Department of Transportation where he confirmed adherence with PennDOT regulations and guidelines on projects and job sites.
Beth Uhler — Environmental Project Manager
Beth Uhler has over sixteen (16) years of experience in the environmental field, with a focus on NPDES Phase II Programs to provide support to municipalities in maintaining compliance with MS4 Stormwater regulations. Beth specializes in GIS mapping and analysis, environmental regulatory compliance, pollutant load reduction planning, and MS4 stormwater program management. Her previous experience includes wetland delineation and environmental assessments and permitting throughout the Mid-Atlantic Region. She is also proficient in threatened and endangered species habitat assessment and consultation, botanical surveys, natural resources inventories, forest stand investigations, National Environmental Policy Act (NEPA) compliance, Phase I environmental site assessments, and wetland mitigation design and monitoring. Beth keeps current on environmental regulations by maintaining relationships with regulatory agencies and participating in industry events.
Katie Eberhart — Project Manager
Katie is an environmental project manager with twenty (20) years of experience in environmental management with a strong emphasis in planning, developing, supervising and successfully implementing multi-disciplinary environmental projects. She has worked extensively with private sector clients in the power, chemical, pharmaceutical, and oil/gas sectors, with some exposure to local and federal governments. Trained as a terrestrial ecologist, Katie’s technical skills include: State and federal regulatory compliance; Threatened and endangered species investigations; Wildlife studies and habitat evaluations (specialty – avian investigations); Wetlands investigations, restoration plan implementation, and monitoring; Invasive species management; Environmental permitting; and Ecological Risk Assessment.
Amanda Reitbauer — Environmental Scientist
Amanda Reitbauer has experience in the regulatory compliance of NPDES MS4 Stormwater Management Programs and Geographical Information Systems (GIS) to collect and analyze data for support in decision making. She assists clients in developing and implementing control measures to best support stormwater management to comply with the MS4 permit. Amanda’s experience extends to include wetland delineation, environmental permitting, Phase I environmental site assessments, percolation testing, and surveying. She has also completed street tree programs, park management plans, and small mammal behavior and population dynamic studies throughout the region.
Christopher Whitman — Environmental Scientist
Chris is an environmental scientist with ten (10) years of experience supporting the U.S. Army at Fort Drum, NY. He has expertise in evaluating, inspecting, and reporting on biological and stormwater initiatives. Mr. Whitman administers the Stormwater Management Program at Fort Drum. He is responsible for ongoing updates to the Stormwater Pollution Prevention Plan.
Will Hendel — GIS Analyst
Mr. Will Hendel recently completed a Master of Science degree in Geography at West Chester University of Pennsylvania. Will specializes in GIS mapping and analysis. His professional experience centers around data collection, geodatabase development, web map application creation, and integrated data management for local governments and other organizations.
Mike Grigoruk — Construction Manager
Mr. Michael Grigoruk, a Senior Engineering Technician, Project Site Representative and Supervising Inspector, has over thirty-seven (37) years of experience within the civil construction industry. He began his career as a superintendent and over the past two and a half decades focused on the construction of various infrastructure improvements. His areas of expertise include site grading, mechanical systems, water and wastewater processing facilities, building construction, pipeline supply/distribution/collection utilities, road construction and reconstruction, various applications of reinforced and structural concrete, blasting, soils, geotechnical methods, and numerous related materials testing procedures. In addition to performing construction observations, Michael also focuses on quality documentation and related correspondence of work progress, field problems, design change, unforeseen conditions, resident concerns, and project startup and closeout procedures.
Tim Gillen — Construction Inspector
With over five (5) years of construction and inspection experience, Tim supports CEG’s Philadelphia Water Department subcontract to provide stormwater construction inspection services. He is responsible for overseeing inspections in the South Philadelphia District. He is part of a team of stormwater construction inspectors that work under the direction of Philadelphia Water (PWD) to supplement construction oversight provided by property owners and designers. The team inspects both Erosion and Sediment Control (E&S) measures and stormwater management practice (SMP) installation to verify that private development sites are maintained properly, and correct installation practices are used.
Dylan Williams — Construction Inspector

G. Windsor Tracy, PLS — Professional Land Surveyor
Windsor has over thirty (30) years of professional surveying experience. He currently supervises projects, crews, and budgets. His expertise is in total station, robotic, and GPS surveying techniques using hand held devices. Windsor won Pennsylvania Surveyor of the Year in 2013.
Christopher Skorny — Engineering Technology
Chris Skorny has twenty (20) years of professional experience in engineering/land surveying technology including photogrammetric, topographic, subsidence/monitoring, and volumetric surveys, and LiDAR technologies. He is a certified sUAS Pilot. He also has experience in Civil Design performing lot layouts, grading, profiling, cross-sectioning, corridor modeling, roadway design, utility layout and plan preparation. Chris is responsible for CAD Management, the collection, managing, analyzing, modeling, and presentation of survey data for creation of real-life objects and the design and preparation of design plans.
Brian Nicarry, Master Code Professional — Building Code Official
Mr. Brian Nicarry, a Master Code Professional, has over thirty (30) years of professional experience, with the last seven (7) as an experienced building code enforcement and municipal zoning official. He has and has successfully passed the requirements to receive 21 certifications from the International Code Council.
Tracey Franey, BCO — Building Code Official & Zoning Administrator
Ms. Tracey Franey has almost (20) years of professional drafting and design experience in all aspects of civil design. Tracey’s private sector experience includes subdivision and plat plan development, stormwater management design, parking lot design, legal description writing and deed research, NPDES, PennDOT Engineering and Construction Management System (ECMS), and landscape design in MicroStation and AutoCAD. Tracey’s public sector experience includes subdivision and land development plan review, assisting in Ordinance revisions, stormwater management plan review, legal description review, park master plan development, as well as bid specification and contract writing. She also handles zoning enforcement and codes department administration for municipalities. Manages PA One Call tickets.
Tara Donohie — Office Manager
Tara is an outstanding Office Manager. She takes care of greeting our visitors, handling phone calls, managing time sheets & expenses, coordinating new project files, scheduling meetings, and other day-today operations. Tara is always willing to help and takes every step necessary to ensure everybody is well equipped to provide our clients with the best service possible.
Jerry Jameson — Grants & Proposal Coordinator
Jerry Jameson has over eighteen (18) years of experience in providing fund development services for government, non-profit, and corporate entities. He has provided grant writing and grant search assistance to many Pennsylvania municipalities. He has helped these communities secure millions of dollars in grant funding – helping client’s complete projects and develop initiatives that would not otherwise have been accomplished without funding assistance. Municipalities seeking funding for a variety of programs and projects can rely on Jerry’s experience to help identify funding to offset the costs to re-mediate a brownfield site, repair infrastructure, implement a stormwater management or water quality project, revitalize a downtown streetscape, identify and implement a shared services opportunity, develop a park or playground, acquire public safety equipment, develop neighborhood crime prevention programs, preserve open space or a historic structure, or implement an energy conservation program. Lori AS Ounsworth — Accounting Manager
Lori has over ten (10) years of experience in managing and performing finance functions. Her responsibilities include accounts receivable, accounts payable, general ledger preparation, payroll, and financial reporting. Lori also develops and maintains accounting principles, practices, and procedures to ensure accurate and timely financial statements.
