April Barkasi, PE — Chief Executive Officer
Mrs. Barkasi has over 18 years of professional civil engineering experience. Specializing in municipal engineering, public works, and environmental management, Mrs. Barkasi provides comprehensive consulting and design services to local and regional governments and community groups. She is experienced and knowledgeable about public funding including grant application and fulfillment, as well as public bidding and letting and the fulfillment process. Mrs. Barkasi serves as a municipal consultant in urban, suburban, and rural settings, allowing each community to benefit from successful projects.
Curt Hatfield, PE — Chief Operating Officer
Curt has over 20 years of experience as an environmental engineer, consultant, and business leader. His background includes senior positions responsible for company operations and client consulting solving scientific, financial and legal strategy issues. Curt has leveraged his experience to develop innovative strategies that enhance a company’s performance in ways that are both financially successfully and environmentally sustainable. Curt holds Bachelor of Science degrees in Finance and Civil Engineering from the University of Tennessee-Knoxville and a Doctor of Jurisprudence from the Widener School of Law in Wilmington, Delaware. He is a registered professional engineer.
Tom Wilkes, PE — Managing Engineer
Mr. Wilkes leads our Municipal Engineering Group consisting of municipal engineers, engineering project managers, support staff, code enforcement and construction inspection. He is responsible for all aspects of project management and engineering design including technical integrity and quality standards, budgets, schedules, and fostering strong relationships with clients.
Steve Dadio, CPSS/CPSC — Environmental Manager
Mr. Dadio has 17 years of professional experience and leads our environmental department. He has used his extensive technical knowledge in ecological and hydrological fields for wetland delineations, watershed studies, environmental site assessments, and nonpoint source pollution prevention programs. Mr. Dadio has extensive experience in the field of soil science for a wide variety of land uses. He specializes in urban and disturbed landscapes, his career has focused on green infrastructure solutions in maintaining natural hydrologic conditions. He also regularly serves as a Construction Manager, with experience in estimating, field management, site inspection and quality control.
Jacqui Lorenzo — Product Manager
Ms. Lorenzo is an experienced technology expert and product manager for the infrastructure and land asset management program, eMuniManagement™. She provides product training, support, and assistance that is tailored to individual customer needs. Ms. Lorenzo's leadership ensures customer requests are met in a timely manner while she continually strives to improve the user experience. She is responsible for product release documentation and works in a collaborative team to define improvement strategies.
Anthony Lauletta — Construction Manager
Mr. Lauletta has 25 years of professional experience in construction management, design, construction inspection, estimating, surveying, and compliance with federal & state regulations. He has designed and provided construction inspection of major highways, airports, pump stations, railroad crossings, and river crossings. His duties include all phases of construction, from review, inspection, escrow release, and capital project management. Mr. Lauletta's diverse professional experience and knowledge is evident in the thorough service he provides our clients.
Carol Schuehler, PE — Senior Municipal Engineer
Ms. Schuehler has nearly 30 years of experience in engineering designs and reviews. She has provided twenty years of service to two municipal clients. Her expertise includes municipal ordinances, stormwater management, capitol improvement projects and construction contract development. She is proficient in the review of land development and subdivision submissions relative to zoning, subdivision, municipal ordinances, and other state and federal regulations. She has represented municipalities on Act 167 Watershed Committees, recommended and evaluated pavement repairs, designed storm water solutions, prepared contract bid documents and specifications for public projects, administered public works contracts, estimated construction costs and quantities, designed park and playground facilities, prepared annual MS4 Reports, consulted with elected and appointed municipal officials, prepared construction cost estimates, prepared Act 537 sewage facilities plans, attended Board and Committee meetings, and testified in countless public hearings.
Bryan Kulakowsky, PE — Senior Municipal Engineer
Mr. Kulakowsky has over 20 years of applied civil engineering design experience. His practice in the private sector includes site layout and design, sanitary sewer design, stormwater management design, storm sewer conveyance design, utility coordination, and erosion and sediment control design. In his role as a Senior Municipal Engineer, Mr. Kulakowsky provides valuable insight in the review of land development projects for commercial, institutional, industrial, and residential sites and technical guidance and support to engineers, scientists, and staff specialists. He also is experienced in project presentation and providing expert testimony before Municipal Boards and Commissions.
Ankita Patel — Project Manager
Mrs. Patel is a civil and water resources engineer with over 7 years of civil engineering experience in municipal, residential and commercial civil/site design and permitting. She has vast technical knowledge and experience in watershed modeling, stormwater management planning, water quality planning, Best Management Practices design, and urban hydrology. She focuses on the practical application of hydrologic, hydraulic, and water quality models to solve surface water problems with emphasis in sustainable site development and low impact development design. Mrs. Patel’s engineering abilities and knowledge of the regulatory process makes her indispensable to both Municipal and Private Sector Teams with the capacity to work cross-functionally as well as plan, organize, and manage available resources to meet and complete the objectives of the project.
Beth Uhler — Environmental Project Manager
Ms. Uhler has over 13 years of experience in the environmental field, with a particular focus on Pennsylvania’s Chapters 102 and 105 regulations. Ms. Uhler specializes in environmental regulatory compliance, pollutant load reduction planning, GIS mapping and analysis, and floodplain management. Ms. Uhler’s past experience focused on wetland delineation and environmental assessments throughout the mid-Atlantic region. Her professional career has covered all aspects of the NPDES Phase II Program, beginning at the Chester County Conservation District and now assisting municipalities maintain compliance with the NPDES MS4 Stormwater Program. She is also proficient in threatened and endangered species habitat assessment and consultation, botanical surveys, natural resources inventories, forest stand investigations, National Environmental Policy Act (NEPA) compliance, Phase I environmental site assessments, and wetland mitigation design and monitoring. Ms. Uhler keeps current on environmental regulations by maintaining relationships with regulatory agencies and participating in industry events.
James J. Cunningham, III — GIS Specialist
Mr. Cunningham is an experienced geographic information systems (GIS) analyst who is skilled in the use of Environmental Systems Research Institute (ESRI) ArcGIS Desktop, as well as numerous mapping and programming languages. He is also knowledgeable regarding research involving the Natural Resources Conservation Service (NRCS) and the Soil Survey Geographic (SSURGO) databases, as well as database update procedures for Secret Internet Protocol Router Networks (SIPRNets) and Non-Classified IP Router Networks (NIPRNets). Prior to Mr. Cunningham’s GIS project involvement with the firm, he served as a signals analyst in the U.S. Navy.
Amanda Reitbauer — Environmental Scientist
Ms. Reitbauer, an Environmental Scientist has experience in the regulatory compliance of NPDES MS4 Stormwater Programs. Ms. Reitbauer prepares progress reports that monitor MS4 permit obligations and stormwater effectiveness. She assists municipalities in developing and implementing control measures to best support stormwater management. Her other responsibilities include training municipalities for the use of eMuniManagement software and mapping geographical information. Her past experience includes internships and seminars through The Washington Center in Washington, DC that focused on geographical information systems (GIS), stormwater management, environmental earth systems management, watershed hydrology, and issues in science policy. She has also completed street tree programs, park management plans, and small mammal behavior and population dynamic studies throughout the region.
Brian Willicombe — Certified Building Official
Mr. Willicombe has extensive experience in residential and commercial building code inspections and plan reviews. Mr. Willicombe’s practical experience as a builder over the past 20 years has provided him insight into the other side of the inspection process and subsequently shaped his holistic and thorough approach to building code inspections. Mr. Willicombe’s certifications in surveying, drafting, soils analysis and the international construction codes in combination with his practical inspection experience make him a highly valuable asset to the CEDARVILLE team.
Chris Skorny — 3D Modeling Specialist/UAV Pilot
Mr. Skorny is a photogrammetrist with 18 years of experience in topographic surveys, spatial data, geomatics, LiDAR technologies, and drafting of land development, plot, and deed plans. Mr. Skorny is responsible for
collecting, managing, analyzing, modeling, and presenting data for creation of real-life objects. He is experienced in directing survey crews during topographic surveys and construction stakeouts. He is adept at importing light detection and ranging (LIDAR) and aerial information for conceptual or design plans, and integrating this data into field located shots.
Tracey Franey — Civil Designer
Ms. Franey has over 15 years of professional drafting and design experience in all aspects of civil design. Ms. Franey’s private sector experience includes subdivision and plat plan development, stormwater management design, parking lot design, legal description writing and deed research, NPDES and PennDOT permitting application and procedure, and landscape design in MicroStation and AutoCAD. Ms. Franey’s public sector experience includes subdivision and land development plan review, assisting in ordinance revisions, stormwater management plan review, legal description review, park master plan development, as well as bid specification and contract writing.
Ed Mullock — Construction Inspector
Mr. Mullock has over 12 years of hands on experience in the fields of residential repairs and renovations, i.e. framing, plumbing, electrical, masonry, roofing, etc. and is NICET certified. His duties include site inspections and reports for various projects throughout the municipalities that CEDARVILLE serves. Mr. Mullock has additional experience in underground utility inspections, E&S inspections, as well as curb and paving installation. He makes positive contributions to our team’s constant effort to improve internal processes and ensure the highest quality work for our clients.
Jeff Cantlin — Building Code Inspector
Jeff is a highly experienced Building Code Inspector. He has over 10 years of professional experience in the field with building code, plan review, inspection, sewer installation, storm sewer installation, and curb & paving installation. Jeff also performs zoning reviews and investigates resident complaints and violations.
Tara Donohie — Office Manager
Ms. Donohie is an outstanding Office Manager. She takes care of greeting our visitors, handling phone calls, managing timesheets & expenses, coordinating new project files, and other day-today operations. Most recently, she has been implementing our new project management software, Ajera. Tara is always willing to help and takes every step necessary to ensure everybody is well equipped to provide our clients with the best service possible.
Lori Ounsworth — Accounting Manager
Ms. Ounsworth has over 10 years of experience in managing and performing finance functions. Her responsibilities include accounts receivable, accounts payable, general ledger preparation, payroll, and financial reporting. Ms. Ounsworth also develops and maintains accounting principles, practices, and procedures to ensure accurate and timely financial statements.
