Stormwater infiltrates and/or runs off into storm sewer and streams, often transporting pollutants with it. The National Pollutant Discharge Elimination System (NPDES) Program regulates point source discharges to streams and rivers. At the local level, Municipal Separate Storm Sewer System(s) (MS4s) are required to implement comprehensive Stormwater Management Programs (SWMP) which include best management practices (BMPs) to eliminate and/or reduce stormwater pollution to surface waters. MS4s that discharge to surface waters that are categorized as impaired are also required to develop and implement Pollutant Reduction Plans (PRP), Total Maximum Daily Load (TMDL) Plans, and/or Pollutant Control Measures (PCMs).*

GOALS FOR AN MS4 PROGRAM

  • Develop, implement, and enforce a quality and quantity based stormwater management program (SWMP).
  • Recognize and increase awareness of stormwater as a point-source pollutant.
  • Manage stormwater as any other point-source pollutant (i.e. wastewater, industrial, etc.)
  • Generate Infrastructure Capital Improvements Plans that provide structure and fiscal clarity for permitting compliance and daily operations.
